		<description>The Wild West nature of the pharmaceutical industry now seems to boil down to - way after the fact, that fact being many deaths and injuries - the company paying big fines to states and the U.S. Justice Department (ala Eli Lilly for lethal Zyprexa and Astra Zeneca for Seroquel - the latest example being Glaxo&#039;s Avandia, a multi-billion dollar fine for 47,000 injuries and deaths).  Why is not a dime of this money going to &quot;fix&quot; things? We all know the answer:  This is set up as the cost of doing business, and the money goes into the til of government entities which are hard-pressed for cash.  Heaven forbid that any of the guilty individuals would go to jail.

What can change this?</description>
